Help needed to trobleshoot opening Report manager Url

hi All, Some one deleted the internal folders of the 'C:\Users\' and I'm facing issues opening the Url.I'm getting the below error when i try to open the report Manager Url.Could not find a part of the path 'C:\Users\BICLDP\AppData\Local\Tempvq2groi.tmp'. We have Yearly report that we build and saved on that Url. It is our Prod Environment so can some please help me create that temp File ASAP.
